2.紐西蘭官方實際上做了什麼

只看國內新聞很容易以為紐西蘭官方對外「鬆綁」了什麼

其實並沒有，真相是不但沒有鬆綁

反而還提高非本國人(Non-Citizen)入境紐西蘭的標準

Vaccinations required for non-New Zealand citizens

If you are not a New Zealand citizen, you need to be vaccinated for COVID-19
before flying to New Zealand from 1 November 2021. New Zealand permanent
residents and temporary visa holders are not New Zealand citizens, and so
need to be vaccinated before travel.

You will need to declare you have been vaccinated when you book your place in
managed isolation and quarantine (MIQ)

You need to be fully vaccinated. This means you need to have had a full
course of any of the 22 COVID-19 vaccines that have been approved by a
government or approval authority. You need to have had the last dose at least
14 days before you arrive in New Zealand.

You do not need evidence of a vaccination if you:

換句話說，以前非本國人入境紐西蘭

不需要舉證說明自己「完整接種(Fully Vaccinated)」新冠疫苗

而自今年11月起卻新增這項要求，且入境後一樣要接受隔離

並非有接種了就免受隔離：以前是「隔離」，往後是「完整接種+隔離」

而所謂「非本國人」事實上還包括了持有紐西蘭簽證或永久居留證

的人在內，由此可見紐西蘭對境外入境有多麼嚴格

再看上述官方說明文內所列的22款新冠疫苗

其實那根本不是什麼紐西蘭官方「承認(或認可)」的疫苗清單

而只是把目前全世界「至少有被一個政府或核可機構」認可的疫苗列一列而已

請注意冠詞是 a ，人家可沒有說 a government 是紐西蘭政府

高端疫苗為什麼被列進去？因為台灣政府認可 - Approved in 1 country
伊朗疫苗為什麼被列進去？因為伊朗政府認可 - Approved in 1 country

再仔細一看，那22款疫苗甚至沒有寫在紐西蘭官方的網頁裡

而只是提供一個連結，外接到另一個.org的網站

.org的網頁開頭介紹這22款疫苗：

licensed, granted emergency use authorization, or made available for use
